Understanding EPF Form 11

Employees’ Provident Fund, abbreviated as EPF, is a scheme by the Indian government for employees working either in the private sector or in the public sector. Implemented as the Employees’ Provident Fund Act of 1952, this act mandates both the employees and the employers to contribute towards a retirement corpus each month.

The EPF scheme helps employees save a substantial amount of money that is given to them post retirement. EPF Form 11 serves as a self-declaration for an employee to confirm whether he is or is not a member of the Employees’ Provident Fund Organization. Whenever an employee joins a new organization, he has to fill up the EPF Form 11 as part of the mandatory onboarding formalities. Let us learn more about the purpose, structure, a step-by-step form filling guide, submission process, and common mistakes to avoid for the EPF Form 11.

What is EPF Form 11?

EPF Form 11 is a mandatory declaration to be furnished by every employee of an employer covered under the EPFO Act, 1952. Even though an employee has an UAN (Universal Account Number) allotted by EPFO, the EPF Form 11 still needs to be submitted while switching jobs. It makes the process of fund transfer easy from the previous organization to the new organization easy without the need to fill up a separate Form 13.

The EPF Form 11 contains several details such as the name of the EPFO member, father’s or spouse’s name, date of birth, gender, marital status, contact details (email ID and mobile number), status of membership for EPF 1952 and EPS 1995 schemes, previous employment details (UAN, Old PF account number, data of leaving previous organization, scheme certificate no. and pension payment order - both optional), international worker details, and KYC details including bank account number and IFSC. There is also an undertaking that states the above details are true, aadhar details to be used for authentication, and request order for transfer of funds from old PF account to new PF account. Then there is a section for declaration by the current employer after which the employer puts the sign and seal of an authorized official.

Purpose and Importance of EPF Form 11

The EPF Form 11 is very important in an employee’s lifetime as it enables an employee to continue with PF benefits without hassles. For a new employee who is a member of EPFO, he will continue to receive the scheme benefits with a new PF member account number that will be linked to his UAN. If a new employer is not an EPFO member, and the current remuneration is more than INR 15,000, he can choose not to contribute towards EPF and EPS. In that case, that employee will not be covered under EPFO benefits and neither will he receive a PF account number.

EPF Form 11 also serves the purpose of transferring funds from the old PF account of an employee to his new PF account. The transfer happens automatically after Form 11 submission and there is no need to fill up any other form for the same. The EPF Form 11 also prevents the creation of multiple EPF accounts by linking your member IDs to a single UAN.

Who Needs to Fill EPF Form 11?

According to EPF regulations, it is mandatory for every employee of an organization registered under the EPF Act 1952 to fill and submit Form 11. For new employees who are joining the workforce, this form provides a declaration of personal details and bank account details for processing and allotment of an UAN along with a new PF account number. The PF account number is linked to the UAN, which is a unique number for the entire lifetime of an employee.

Employees who are changing jobs also need to fill the EPF Form 11. Though existing employees possess a UAN, the form provides information about current job details and previous job details. This employment history gets recorded in the EPFO database and is useful to calculate the total years of service for an employee. This form also makes the fund transfer process from the old PF account to the new PF account seamless for employees. In a way, this form serves as a gateway for all Provident Fund needs for employees currently working in any company registered under the EPF Act 1952.

Structure and Components of EPF Form 11

Form 11 has 11 fields in total that are to be filled by the employee. It also contains two other sections titled “Undertaking” and “Declaration by Present Employer.” The EPF Form 11 can either be submitted offline or online and both modes will require the following information -

  • Member’s name
  • Name of father or spouse
  • DOB
  • Gender
  • Marital status
  • Email address
  • Mobile No.
  • Whether employee was earlier a member of Employees’ Provident Fund Scheme, 1952
  • Whether employee was earlier a member of Employees’ Pension Scheme, 1995
  • Details of previous employment
    • Universal Account Number
    • Previous PF Number
    • Date of leaving previous employment
    • Scheme Certificate Number
    • Pension Payment Order (PPO) Number
  • International Worker
  • Country of origin
  • Passport Number
  • Passport validity
  • KYC Details
    • Bank account number and IFSC
    • AADHAR Number
    • Permanent Account Number

Undertaking

1) Certified that the particulars are true to the best of my knowledge.

2) I authorize EPFO to use my Aadhar for verification/authentication/eKYC purpose for service delivery.

3) Kindly transfer the funds and service details, if applicable, from the previous PF account as declared to the present PF Account. (The transfer would be possible only if the identified KYC detail approved by previous employer has been verified by present employer using his Digital Signature Certificate)

4) In case of changes in above details, the same will be intimated to the employer at the earliest.

Step-by-Step Guide to Filling EPF Form

You can download the EPF Form 11 from the EPF website or you can fill it offline. Here is a step-by-step guide to filling the form -

  1. You need to fill up you personal details such as
    1. Name of member
    2. Father’s name or spouse’s name
    3. Date of birth
    4. Gender (Male/Female/Transgender)
    5. Marital status (Married/Unmarried/Widow/Widower/Divorcee)
    6. Contact details (Email ID and mobile no.)
  2. You also need to fill up details regarding EPF and EPF participation along with previous job details such as
    1. Whether the employee is an existing member of Employees’ Provident Fund Scheme, 1952
    2. Whether the employee is an existing member of Employees’ Pension Scheme, 1995
    3. Universal Account Number
    4. Previous PF account number
    5. Date of exit from previous employment
    6. Scheme certificate no. (if issued)
    7. Pension Payment Order (PPO) no. if issued
  3. If someone is an international worker, the following details must be provided -
    1. Country of origin
    2. Passport number
    3. Passport validity
  4. Finally, you have to provide the following KYC details and also attach self-attested copies of the same -
    1. Bank account no. & IFSC
    2. Aadhar number
    3. Permanent Account Number (PAN)

After the above details, read the undertaking and sign in the designated place. You have to write the date and place.

Then, your current employer has to certify the following employment details -

  1. Date of joining of the employee
  2. New PF account number
  3. UAN of the employee
  4. KYC verification

After the above section is completed, the current employer has to sign and put a seal in the designated place.

Submission Process: How and Where to Submit EPF Form 11

Online mode

Once you have filled in your details by logging in to the EPFO portal, you can submit the form and the current employer receives your submitted form. Then, the employer puts a digital signature and the form goes to the tray of the EPFO office. At this stage, the EPF Form 11 has been submitted online.

Offline mode

You can also manually fill up the details of Form 11 and then submit it to your employer for verification. Once your employer verifies the details, it puts the stamp and seal and forwards it to the EPFO office.

After following either the online or the offline process, the new PF account number gets linked to your UAN and the transfer is processed from existing PF to new PF account.

Common Mistakes to Avoid While Filling EPF Form 11

Following are some common mistakes that must be avoided in order to avoid fund transfer delays -

  1. Incorrect PF account number and/or UAN
    The UAN and previous PF number must be correctly mentioned.
  2. Incorrect Aadhar number
    An incorrect Aadhar number can lead to delays in processing. Double-check to avoid inconvenience.
  3. Incorrect PAN
    The PAN gets recorded for all your salary details including PF contribution.
  4. Incomplete form
    An incomplete form is liable to be rejected, and you need to fill out a fresh Form 11.
  5. Incorrect contact details

You may receive OTPs on your mobile number and email IDs for transfer claims processing. Ensure that you fill these correctly.
