Infrastructure is the backbone of a nation’s economic growth, and the Union Budget 2025 places significant emphasis on expanding and modernizing key sectors. The budget introduces reforms and funding initiatives across housing, transport, and education infrastructure to support sustainable development. The Special Window for Affordable and Mid-Income Housing (SWAMIH) scheme, which has already delivered 50,000 homes, is set to complete another 40,000 units in 2025, with an additional 1 lakh units planned under SWAMIH Fund 2. Similarly, the UDAN regional connectivity scheme will be expanded to connect 120 new destinations, improving access to air travel for millions. The budget also focuses on improving infrastructure in IITs, increasing student capacity and enhancing research capabilities.
The government continues its commitment to affordable housing through the SWAMIH scheme, benefiting middle-class families struggling with housing loans. The newly launched SWAMIH Fund 2 will accelerate housing projects with support from government funds, banks, and private investors.
Scheme | Units Completed | Target for 2025 | Additional Allocation |
SWAMIH Fund 1 | 50,000 | 40,000 | - |
SWAMIH Fund 2 | - | 1,00,000 | ₹15,000 crore |
This initiative is expected to provide relief to homebuyers and boost the real estate sector by ensuring the timely completion of housing projects.
The UDAN scheme has successfully connected 88 ports and airports, operationalizing 619 routes and enabling 1.5 crore middle-class people to experience air travel. Building on this success, the government has announced a modified UDAN scheme to connect 120 new destinations, with an aim to facilitate 4 crore additional passengers over the next 10 years.
The initiative will also support helipads and smaller airports in hilly regions, enhancing accessibility in the Northeast and other remote districts.
To support the growing demand for air travel, the budget includes:
New Greenfield airports in Bihar
Expansion of Patna Airport to accommodate more passengers
Brownfield airport development in Bihta to increase connectivity
These measures are expected to improve regional connectivity and reduce congestion in major airports.
The government has announced a significant infrastructure push for IITs, particularly those established after 2014. New infrastructure will be developed in IIT Palakkad, Goa, Bhilai, Jammu, Dharwad, and Tirupati, facilitating education for 6,500 additional students. IIT Patna will also receive expanded hostel and academic infrastructure.
Additionally, higher education institutions will be able to access financing through the Higher Education Financing Agency (HEFA) to improve campus facilities and research capabilities.
Boost to Housing: SWAMIH Fund 2 will fast-track housing projects, benefiting thousands of homebuyers.
Improved Air Connectivity: The expansion of the UDAN scheme will enhance accessibility and economic development in underserved regions.
Strengthening Higher Education: Investments in IIT infrastructure will support India’s future workforce and research advancements.
The Union Budget 2025 demonstrates a strong commitment to infrastructure development, addressing housing, transportation, and education needs. The SWAMIH Fund 2, expansion of the UDAN scheme, and investment in IITs will create new opportunities, boost economic growth, and improve quality of life for millions of Indians. With a focus on accessibility and efficiency, these reforms position India for long-term infrastructure-led growth.
